Power distribution utility · IPEA well-crafted plan that never reached the regional units: the gap between formulation and execution
Planning was technically sound, but regulatory quality targets kept being missed in the regional units.
Mid-sized power distribution utility with about 1,100 employees, five regional units and service continuity targets set by the regulator. The five-year strategic plan had been revised with external support shortly before.
ChallengeOutage duration and frequency indicators remained above the regulatory limit in three regional units, with a risk of penalties. The executive team suspected the problem was not the plan but the path from the plan to field crews' daily routines.
Strategic Planning (IPE)
Why this instrument. IPE assesses the full cycle, from context analysis to monitoring, and made it possible to compare formulation quality directly with cascading quality.

- Average outage duration fell about 12% over the year.
- Share of staff able to name their unit's targets rose from 40% to 71%.
What this case teaches
- Good plans fail in the cascade. Measuring both sides of the cycle showed where to act.
- Pausing projects freed more capacity than any new hire.
- A single meeting agenda across regional units did more for execution than a new system.
