Large health insurance operator · IPMA new authorization system without repeating the last rollout: a health insurer measured before switching over
The previous system change had caused queues, rework and complaints for months. The new rollout could not follow the same path.
Operator with about 2,100 employees and more than 600,000 members, running authorization, service and medical review centers. The company was replacing the system that handled authorizations, provider registration and billing.
ChallengeThe technology was ready, but management did not know whether the teams were. Memories of the last rollout were bad, and service teams feared longer queues and more complaints to the regulator.

What changed in operations
- Readiness index moved from 47 (Emerging) at baseline to 63 (Structured) in the pulse.
- Go-live happened on the planned date, in all three planned waves.
- The new system handled 92% of authorizations by the third month.
- No rollback to the old system was needed, compared with two in the previous rollout.
What this case teaches
- People understood why change was needed. What was missing was time and hands-on training, and that only surfaced because it was measured.
- Freeing up operating hours for preparation cost less than the queues of the previous rollout.
- A history of poorly handled change weighs heavily. Acknowledging it openly helped rebuild trust.
